 		Solution is to install rain from https://www.benchtest.com/downloads/index.html -- it stops win98 using the CPU when idle

(for the guest, DON'T install it in the host!)

 		What a pain... Seems to be working ok now, managed to install vmadditions from an older version of virtualpc as the current version no longer supports win98 (Microsoft, really? not even virtual support for win98?!)
CPU right down, mouse, drag-n-drop support etc.

Now to see if theme park will work

Win98 and Win95 both are insanely unstable under virtualpc and virtualbox.
Currently installing win98 in bochs, which is going incredibly slow, considering I'm installing from an iso to a virtual disc.

|edit| vmware doing best so far, win98 installed, seems stable, gfx driver working audio driver working... themepark detecting a 'debugger' and refusing to load

 		Bloody hell, more than a day of trying to virtualize win98 to play an old game that never worked in XP, turns out the damn thing works fine in win7.
