Open Command Prompt (Start/Run/cmd.exe) and do it from there..
You'll need to navigate to the folder
cd "This folder"
cd "that folder"
etc,etc..
Then once you're there, type the whole thing in, and see what it does.
The CommandPrompt doesn't shut once the program's done it's thing, so you should be able to read any error messages that appear..
