Japan has an early warning earthquake system that basically "outruns" the earthquake and can alert people 30 seconds ahead. The reactors did shut down like they were supposed to. The problem seems to have been that the backup power generators that run the cooling system failed due to the earthquake. So now everything is overheating. (Reports of a meltdown are starting to surface. I'm sure we'll know more in a few hours.)
