I have watched streams on twitch where the user MortMort used Stencil. It seems like a tool that gfx artists like him like to use. He seemed to be able to create descent 2d games with it. Adding gfx and features as you go.

Stencyl seems to be the most known by people, followed by GameSalad. Might have to try it out. Uses Haxe language.
